DK Shivakumar Unveils Major Plans for Bengaluru Roads, Housing and Youth Employment on First Day as Karnataka CM

Bengaluru: Just hours after taking oath as Karnataka’s new Chief Minister, DK Shivakumar announced a series of ambitious decisions aimed at addressing some of Bengaluru’s biggest challenges while also focusing on employment and youth development across the state.

The newly elected Chief Minister, known for his problem-solving skills within the Congress party, wasted no time in outlining his government’s priorities. From repairing Bengaluru’s deteriorating roads to regularising unauthorised buildings and creating new job opportunities, Shivakumar’s first day in office signaled an action-oriented approach to governance.

Rs 2,000 Crore Allocated for Bengaluru Road Development

One of the most significant announcements made by Shivakumar was the diversion of Rs 2,000 crore to improve Bengaluru’s road infrastructure.

India’s technology capital has long struggled with poor road conditions, potholes, and severe traffic congestion despite being home to some of the world’s leading technology companies. The new allocation is expected to support road repair, maintenance, and infrastructure upgrades across the city.

The move is likely to be welcomed by commuters who face daily challenges navigating Bengaluru’s congested streets.

Relief for Property Owners Amid Building Regularisation Plans

The Chief Minister also addressed the ongoing issue of unauthorised constructions in Bengaluru, a problem that has affected thousands of property owners.

According to Shivakumar, many homes and buildings in the city were constructed without proper planning approvals, leading to legal complications and restrictions on essential services.

Citing court directives, he noted that authorities have previously been instructed to disconnect water and electricity connections to properties that violate approved building norms.

To provide relief, the government has decided to issue Completion Certificates (CC) and Occupancy Certificates (OC) for several properties. Additionally, a One-Time Settlement (OTS) scheme will be introduced for properties measuring up to 2,500 square feet.

Property owners who have already submitted applications under the relevant schemes will also be given an opportunity to benefit from the new measures.

Government Plans to Open 50,000 Job Opportunities

Employment generation emerged as another major focus area during Shivakumar’s first-day announcements.

The Chief Minister said his government aims to create opportunities for approximately 50,000 positions across the state. He revealed that discussions regarding recruitment procedures, notifications, and a detailed job calendar would be taken up in the next cabinet meeting.

The initiative is expected to provide a boost to job seekers, particularly young graduates looking for employment in government and related sectors.

Private Employment Exchange to Support Youth

In addition to government jobs, the Karnataka government plans to launch a private employment exchange programme designed to connect job seekers with opportunities in the private sector.

Under the proposed initiative, unemployed youth will be registered, their career preferences identified, and specialised training provided to improve their employability.

The government intends to work closely with private companies to ensure trained candidates are matched with suitable jobs.

Shivakumar highlighted Karnataka’s strong talent pool and described the state as a major hub of human resources. He also clarified that candidates from Karnataka would receive priority under the programme.

Free Bus Passes for Students

Students across Karnataka are set to benefit from another major announcement.

The Chief Minister confirmed that free bus passes will be provided to students, a move aimed at reducing transportation expenses and improving access to education.

The decision is expected to particularly help students from rural and economically weaker backgrounds who travel long distances for their studies.

Launch of 10,000 Bharat Jodo Youth Clubs

Calling it a project close to his heart, Shivakumar also announced plans to establish 10,000 Bharat Jodo Yuvaka Sanghas (Youth Clubs) throughout Karnataka.

Each club will receive government support of Rs 10 lakh and will focus on encouraging youth participation in sports, cultural activities, history, community engagement, and leadership development.

The initiative aims to create platforms where young people can develop skills, build confidence, and contribute positively to society.

New Cabinet Takes Charge

Earlier in the day, DK Shivakumar took oath as Karnataka’s Chief Minister along with a 13-member cabinet. Senior Congress leader G Parameshwara was sworn in as Deputy Chief Minister, while several prominent leaders, including Yathindra Siddaramaiah, joined the new administration.

The change in leadership comes after months of political discussions within the Congress and is expected to bring a fresh administrative approach to the state. With infrastructure, housing, employment, and youth development emerging as immediate priorities, the new government has set an ambitious agenda from day one.

As Karnataka enters a new political chapter, all eyes will now be on how quickly these announcements translate into action on the ground.
